  1. Synopsis:
  2.    set novice [on|off|toggle]
  3.  
  4. Description:
  5.    This is a security option.  When turned on, it prevents the user from
  6.    interactively setting any hooks, and issues an automatic PART if the
  7.    client is on a channel and a JOIN is issued (allowing the user to use
  8.    only one channel at a time).

  14.    This setting does not prevent hooks from being set from within loaded
  15.    files.  It only prevents them from being set (or viewed) from the
